¿Tiene aún sentido la Teoría del Estado?

The World Congress of Constitutional Law 2026 will bring together researchers and scholars from around the world to reflect on the major contemporary challenges facing constitutionalism. The congress is organized by the International Association of Constitutional Law and will take place at the Universidad Externado de Colombia in Bogotá.

Under the theme “Constitutionalism in Times of Disruption,” the event will address key issues such as the transformation of the state, the crisis of liberal democracies, the impact of globalization, and the development of new forms of multilevel governance. Over several days, the congress will bring together jurists, political scientists, legal philosophers, and constitutional law scholars to exchange ideas, present research, and debate the future of constitutionalism.

The program will include plenary lectures, thematic panels, and numerous specialized workshops that will allow participants to discuss emerging topics in depth within the fields of constitutional law and political theory.

Does the Theory of the State Still Make Sense?

This workshop presented by Jose Maria Sauca seeks to reopen a classic debate in legal and political thought: the contemporary relevance of the Theory of the State. For decades—particularly from the late nineteenth century to the late twentieth century—this discipline occupied a central place in the study of public law and political organization. However, in recent decades its presence has significantly declined both in academic curricula and in research agendas.
